The Cheap Checks First
Before proposing anything substantial we rule out the inexpensive explanations, which on these properties are frequently the actual cause. Downpipes from a large roof area discharging beside the foundation deliver an enormous volume of water to exactly the wrong place. Window wells without functioning drains hold standing water against below grade windows that are often original timber.
Mature landscaping is the other one. Beds built up against the house over decades raise the grade above the original level and route surface water inward. Correcting that is gardening rather than waterproofing, and it sometimes solves the problem outright.
