Move what you can out from under the water and put a container down to catch it. If a ceiling is bulging and it is safe to reach, a small hole at the low point relieves the weight and prevents a larger collapse. Why Beach Emergencies Look Different
Open-water exposure produces a distinct failure pattern, and recognising it saves time on the night. Inland, an emergency call is usually about something that wore through and finally let go. Here it is far more often about uplift: wind getting under an edge and peeling it back, taking fasteners and underlayment with it. The damage is more dramatic, more visible from the ground, and generally more straightforwardly coverable by insurance.
It also means the exposed area is larger and less stable than an inland equivalent, so containment takes longer and has to be fastened properly rather than weighted. A tarp that would sit happily on a sheltered roof in Leaside will be in a neighbour's garden by morning three streets from the boardwalk.

The emergency visit and the permanent repair are deliberately separate steps. On the night the job is to stop the water, record what failed, and leave the building secure. We do not quote a permanent scope while water is coming through a ceiling, partly because nobody decides well in that state, and partly because the full extent of what needs doing is often not visible until things have dried out.
What you have before we leave is the containment in place, photographs taken before it went on, and a plain account of what we found. The repair proposal follows in daylight with a price and the reasoning attached. If the honest answer is that the containment will hold safely for several weeks while you get other quotes, we say that as well.
